TITLE: Human Resources Officer (Learning & Development)
TEAM/PROGRAMME: HR LOCATION: Cairo, Egypt
GRADE: NAT 4

CONTRACT LENGTH: Full time, FTA


12 months



CHILD SAFEGUARDING: (select only one)


Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.



ROLE PURPOSE: To lead in human resources learning and development functions, induction programs, monitor mandatory training compliance and staff development needs in accordance with Save the Children Policies and Procedure.


In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.



SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:


Orientation and On-boarding


· Schedule and deliver effective induction sessions for new hires, including personal declarations and probation appraisals.


· Leads the orientation and onboarding process for newly hired staff.


· Monitor and ensure timely completion of mandatory online courses for newly hired staff.


· Maintain comprehensive induction documentation for all staff.


· Track and report on induction KPIs, ensuring alignment with country office objectives.


Learning and Development


· Support the HR Manager in developing and implementing annual and area-specific learning and development plans.


· Facilitate training sessions, workshops, and webinars, coordinating with external providers as needed.


· Maintain comprehensive training records, including applications, attendance, evaluation reports, and other relevant documentation.


· Track and report on training KPIs, including participation, evaluation results, costs, and return on investment.


· Communicate any training-related issues to the supervisor promptly.


Performance Management
• Monitoring and recording Develop to perform (D2P) annual goal setting and performance review completion.
• Make sure all performance review forms for offline staff received within deadline according to Performance Management annual cycle.


• Manage succession planning activities, track the progress of identifying internal candidates for key roles in SCI Egypt, and collaborate with HR Manager and senior management team to develop and identify ready to promote talented employees.


• Facilitate regular webinars and sessions to staff on SCI’s performance management process, portals and ways of working.


Staff Engagement and well-being
• Actively oversees planning and execution of the Staff Engagement activities particularly in Long Service Award event.
• Support in staff well-being activities in data management and assist HR Manager in organizing well-being activities.


Policy Compliance
• Comply with all relevant Save the Children policies and procedures with respect to child rights, health and safety, security, equal opportunities and other relevant policies.
• Carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children in accordance the Child Safeguarding Policy.
• Maintain confidentiality of HR matters



General
• Support HR team in other functions as needed.
• Support implementation of overall HR development plan and related policies

QUALIFICATIONS


• Bachelor's degree in relevant/specific field



EXPERIENCE AND SKILLS


• Three to five years of professional working experience in related field
• Effective presentation and facilitation skills to deliver induction and training program
• English language proficiency both spoken and written


• Experiences with HRIS system and Learning Management System (preferable)


• Computer proficiency in PowerPoint, word and excel.
• Good communications skills 
• Willing to learn new things and ability to adapt with every changes
• Commitment to and understanding of Save the Children's aims , values and principles,
