The Health Workforce Unit develops and supports the implementation of programmes and activities which strengthen the capacities of Member States to assess, plan, produce, manage and regulate health workforce. The programme advises the Member States on issues relating to strengthening health workforce.

DESCRIPTION OF DUTIES



The incumbent will perform the following duties:
Analyse and do research on Health Workforce topics to contribute to the development of public health programmes and activities. Participate in the drafting of various Health Workforce guidelines and propose input on a plan of action for existing public health policies and activities. Assist in the monitoring of work plans and budgets including resource mobilization for the work programme and follow-up on the implementation of planned health workforce activities. Analyse information on best practices in health workforce activities and report findings to the Responsible Officer. Participates in capacity building in the area of health workforce activities and initiatives. Participates in community outreach activities concerning workforce topics and activities. Contributes to the drafting of health workforce related reports and acts as a focal point to Public Health topics in the area of work. Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS



Education



Essential: A first university degree in a health-related field (medicine, public health) with a specialization in health workforce, health systems.
Desirable: Advanced university degree in a health-related field (medicine, public health) with a specialization in health workforce, health systems.

Experience



Essential: At least two years of professional experience working in health workforce and health systems.
Desirable: Demonstrated exposure at the international level.

Skills



Knowledge of country level situations with regard to health workforce with good understanding of relevant regions' needs, priorities and policies, along with WHO's policies, practices, guidelines and procedures in the related areas and ability to apply them in the Regional office setting. Ability to conduct research and analyse results, identify issues, formulate opinions, make conclusions and recommendations for strengthening health care systems. Ability to review and revise policies and objectives of assigned program and activities. Interpersonal skills using tact, patience and courtesy. Proven knowledge of technical aspects in the field of specialty. Public speaking techniques. Excellent drafting and communication skills. Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of work. Team spirit and time management skills.

REMUNERATION



WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1448 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
