Your primary responsibilities include leading the preparation of detailed cost estimates and Bills of Quantities (BOQs) for Civil, Mechanical, Electrical, and Plumbing (MEP) systems, ensuring alignment with international standards and best practices. You will provide strategic cost advice, oversee budget control, and support the successful execution of projects across multiple geographies.


Additionally, you will be responsible for financial reporting, including cash flow forecasting, cost variance analysis, and net margin assessments, while maintaining strict contractual and commercial oversight. Your role will also involve managing risks, negotiating with contractors and suppliers, and ensuring compliance with local and international regulations.


Beyond technical expertise, your ability to mentor and develop teams, foster effective interdisciplinary and cross-cultural collaboration, and drive continuous improvement in cost management practices will be key to the success of both projects and the broader business.

Responsibilities:
  • Develop detailed budgets and cost plan/estimates for all stages, including concept design, feasibility design, preliminary design, and detailed design, ensuring cost accuracy throughout the project lifecycle.


  • Monitor and manage project costs to prevent overruns by tracking expenditures and identifying potential cost-saving measures.


  • Prepare tender and contract documents, including Bills of Quantities (BOQs), ensuring accuracy and compliance with industry standards.


  • Conduct precise measurements, rate analysis, and risk evaluations to support cost-effective decision-making.


  • Perform rate analysis using SPONS price book, Schedule of Rates (SoR), and BCIS cost index.


  • Develop and implement procurement strategies, overseeing the procurement process to optimize costs and timelines.


  • Administer construction contracts, including change management, ensuring compliance with contractual obligations.


  • Provide financial reporting, including tracking expenditures, preparing final cost projections, and delivering forecasts to completion.


  • Coordinate with project stakeholders, ensuring effective collaboration and smooth project execution.


  • Manage contracts under NEC, FIDIC, and JCT forms of contract, ensuring adherence to legal and regulatory frameworks.


  • Apply knowledge of industry standards such as MMHW, CESMM, and NRM to cost estimation and project execution.


  • Review and finalize cost estimates for various infrastructure projects, ensuring accuracy and efficiency.


  • Work closely with the UK team and project managers, ensuring alignment on project objectives and deliverables.


  • Maintain progress trackers, oversee resource allocation, and support in team management for efficient project execution.


  • Oversee work order management and budget preparation for resources to optimize financial planning.


  • Provide training and mentorship to team members on cost estimation, BOQ preparation, and best industry practices to enhance overall team capabilities



Qualifications:

Key Competencies / Skills


  • Competence in preparing detailed cost plans at RIBA Stages 0–4, aligned with benchmarking data.


  • Strong knowledge of NEC, JCT & FIDIC forms of contract.


  • High proficiency in assessing and negotiating compensation events, variations, and claims under NEC and JCT provisions.


  • BOQ preparation based on NRM and CESMM, including Value Engineering.


  • Rate analysis and pricing using BCIS/SPONS and library data.


  • Quantity take‑off, Cost estimation, cost planning and benchmarking.


  • Cost monitoring, audit and validation.


  • Skilled in preparing monthly cost reports, CVRs and cost forecasting.


  • Experience in management accounting and project finance.


  • Experience in procurement planning & tendering processes.


  • Carbon footprint calculation and management.


  • Life cycle cost and whole‑life carbon assessment.


  • Thorough understanding of construction contract suites and commercial implications.

  • Proven capability to lead distributed QS teams, allocate workloads and maintain quality outputs.


  • Strong mentoring skills—supporting junior QSs on measurement norms, reporting and commercial understanding.


  • Ensuring QA/QC compliance and reviewing deliverables before submission.


  • Interdisciplinary coordination with international colleagues.


  • Ability to assist leads in business development and client presentations.

  • Strong experience using MS Office packages (Excel, Word, PowerPoint).


Qualifications & Experience


  • 10+ years of experience in Quantity Surveying, with a strong background in managing large-scale infrastructure projects.


  • Bachelor’s degree in civil engineering, quantity surveying, Construction Management, or related field.


  • Master's degree in a relevant field is preferred.


  • Chartered Membership of the Royal Institution of Chartered Surveyors (MRICS) or equivalent certification is preferred.


BGV:
