Manager Procurement

Job Purpose:

As Manager Procurement for Mashreq Bank Pakistan Limited (MBPL), this position is an extension of Centralized Procurement Dept. (CPD) and works in close conjunction with it. The main purpose of this position is to manage the various responsibilities related to procurement of goods and services from third Parties in MBPL. In this connection, the Procurement Manager would interact with different internal stakeholders, systems, workflows etc. This role is envisaged to provide independent oversight, review and compliance to Bank’s Procurement Policy and Procedures, as applicable to MBPL.

Key Result Areas:

• Keeping in line with the overall risk and regulatory framework, ensure purchasing activity for the Bank is carried out within the ambit and conformity of all the applicable rules, laws, policies and regulations.
• Manage the operations of Centralized Procurement Department (CPD) in MBPL to ensure that 100% of third-party influence-able spend passes through CPD.
• Review the complete third-party influence-able cost base and ensure that all contracts are duly reviewed and renewed on time.
• Take up cost-saving targets based on MBPL inputs.
• Custodian of Procurement Policy (PP), SOPs & Standard Templates.
• Ensure the Bank is able to achieve sustainable commercial advantage through structured and consistent application of controls and oversight in the effort to influence third-party spend.
• Provide wide visibility across MBPL of PP and CPD’s role so that the third-party risk is effectively managed. 
• Identify areas for automation and process improvement in control and management of third party spend.
• In consultation with stakeholders, assist senior management of CPD to develop and implement Category Strategies for proactive spend management, process improvement and demand/expense management.
• In consultation with CPD Team in UAE, explore cross pollination of best practices to add value to the bottom line. 
• Analysis of the spend data and patterns to come up with strategies for consolidation, product substitution, demand management and other means, as appropriate, to usher in change in existing spend paradigm. 
• Extend Support to Internal Stakeholders in case of escalation related to Contract disputes whether leading to legal, penal or termination actions.
• Maintain a centralized repository of Contracts both physical and digital relating to influence-able spend with Third Parties.
• Vendor Registration, Screening and escalate timely renewal/termination of the Contract. 
• Be available to listen to the protest of an aggrieved Supplier, actual or prospective, concerning the solicitation or award of a contract. 
• In case of the grievance amounts to allegation of fraud and/or corruption, in consultation with Head CPD Mashreq Bank and CFO MBPL, shall refer the matter to the Head of Fraud Prevention & Intelligence for investigation and resolution in accordance with the policies and procedures established by that Office. 

• Compile, verify accuracy and submit reports in accordance with agreed deliverables with Head CPD and CFO MBPL.    

  
  

  Knowledge, Skills & Experience:

  
  

• Commerce/Business Graduate (Minimum). 

  
  

• 5+ years of hands-on experience in Procurement function of FI/Banking industry. 

  
  

• Good project management and people management skills with orientation for spend analytics.

  
  

• Strong interpersonal skills. 

  
  

• Strong contract development and negotiations skills including exposure to ERP, eTenders, eAuctions etc. 

  
  

• Relationship management, people management and networking skills.
