About the job Road and Safety Engineer
We're looking to recruit a highly skilled and experienced Road and Safety Engineer to join our team in Dubai.
The successful candidate will be responsible for smooth project execution and regulatory compliance whilst coordinating between various stakeholders and ensuring adherence to safety standards. You will also be responsible for obtaining No Objection Certificates (NOCs) and Right of Way Permits (ROWPs) in compliance with the Dubai Roads and Transport Authority (RTA) guidelines.
Key Result Areas (Responsibilities):
Obtaining NOCs and ROWPs:
- Submission of applications for No Objection Certificates (NOCs) and Right of Way Permits (ROWPs) to the RTA and other relevant authorities, ensuring compliance with their regulations and guidelines.
- Liaising with government agencies, RTA departments, and other stakeholders to obtain the necessary permits for Road closures/diversions, construction NOC and other related approvals.
Permit Coordination and Follow-up:
- Monitoring the status of permit applications and follow up with authorities to ensure timely approvals and resolving any issues or delays.
- Coordinating between internal teams, contractors, and RTA representatives to facilitate permit approval processes.
Compliance with RTA Standards and Regulations:
- Preparing design and ensure compliance with RTAs safety standards, guidelines, and legal requirements.
- Developing and implementing safety policies and procedures.
- Conduct site visits and assessments to verify that the activities are within approved parameters and aligned with permit requirements.
- Implement and maintain road diversions as needed.
Documentation and Reporting:
- Prepare and maintain accurate records of all NOC and ROWP applications, approvals, and related communications.
- Ensure all necessary documentation is submitted on time and accurately to regulatory authorities.
- Provide regular progress updates and reports to senior management and project stakeholders.
Risk Management and Safety Compliance:
- Conduct risk assessments related to road safety and infrastructure development.
- Prepare risk assessments and method statements for work activities, ensuring adherence by site personnel.
- Identify potential safety hazards and implement mitigation measures in accordance with RTA safety regulations.
- Ensure proper maintenance and availability of equipment and machineries.
Stakeholder Communication and Collaboration:
- Collaborate closely with RTA, municipal authorities, and other governmental bodies for project-related approvals and permits.
- Serve as the point of contact for inquiries regarding NOCs, ROWPs, and safety-related concerns.
Education and Qualifications:
- Bachelor's degree in Civil Engineering, Transportation Engineering, or a related field.
Experience:
- Minimum 3-5 years of experience in road safety, infrastructure planning, or a related field in the UAE.
- Strong knowledge of Dubai Roads and Transport Authority (RTA) regulations, guidelines, and approval processes.
- Proven experience in obtaining NOCs and ROWPs for road and infrastructure projects.
Certifications and Licensing:
- RTA Certification: Must possess relevant RTA certification or accreditation for permit applications, road safety management, or infrastructure development.
- Certification in Health & Safety (e.g., NEBOSH, IOSH) is a plus.
- Traffic Management or Road Safety certification is desirable.
- Civil Engineering Professional Certification (e.g., PMP) is advantageous.

- Regulatory Knowledge: Deep understanding of Dubai road safety, traffic management, and permitting requirements.
Technical Expertise: Familiarity with civil engineering standards, construction safety practices, and project management.
Project Coordination: Ability to work with multiple stakeholders, manage tasks efficiently, and ensure compliance with all relevant regulations.
Attention to Detail: Meticulous in reviewing documents and ensuring accuracy in permits and applications.
Working Conditions:
Full-time position based in Dubai, UAE.
Field visits and site inspections may be required to assess project compliance with permits.
