Job Description

Title: Operation Officer- East African Migration Routes projec LOCATION: Greater Cairo, Egypt
TEAM/PROGRAMME: Refugees and Migrants Program POST TYPE: FTA
GRADE: 4 CONTRACT DURATION: one year with the possibility of extension based on performance and fund availability.

Child Safeguarding


Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

This project aims that children and youth in vulnerable situations have their rights respected and possess sound self-reliance capacities that allow them to improve their life perspectives. It will also target national and community organizations to enable them to provide effective protection and self-reliance services for children and youth.



ROLE PURPOSE:


This position will be accountable for ensuring cost-effectiveness and efficiency of operation through the management of various functions of the operational aspects of this project in coordination with finance, HR, admin and procurement units.


S/he will be responsible for implementing daily tasks to ensure that the project meets its targets abiding by SCI’s related policies and procedures. S/he will provide administrative support to the office and field staff.


S/he will be primarily responsible for managing the administrative and logistical tasks of SCI hub, including developing day-to-day operating procedures for the hub and supporting the technical staff by accomplishing of administrative tasks. This post requires a high level of coordination with other projects.



SCOPE OF ROLE:


Reports to: Project Manager


Staff directly reporting to this post: 1 hub admin, 1 office helper, 1 security guard, 1 volunteer.


Field Travel: The position holder is expected to spend at least 50% of his/ her time in the field int Greater Cairo governorates.



KEY AREAS OF ACCOUNTABILITY:


Operations Planning and Implementation:


·       Work closely with the project manager to develop the operational project work plans;


·       Lead and oversee all the preparation of project planning events and gathering including schedule, materials, logistics and any other related tasks;


·       Providing regular updates and reports for the project manager on progress against the plan;


·       Organize and maintain project files; maintain electronic and paper records;


·       Conduct any other relevant tasks requested by the Project Manager.


Hub related tasks:


·       Support SCI team based in the hub with all administrative and logistical tasks.


·       Ensure all hub schedules are updated.


·       Responsible for coordinating between the different projects operating in the same hub and scheduling activities taking place at the hub during working hours.


·       Responsible for the office management of the hub, ensuring main office and kitchen supplies are available.


·       Keep a record of the hub assets.


·       Support the program in organizing training, workshops, open days, and other events in the field, as deemed necessary.


·       Ensures that beneficiaries’ data are kept confidential and in line with data protection policies. •


·       Ensure the presence of complaint mechanisms in the hub.


Budget monitoring and control:


·       Update the budget tracker with all the projects expenses and compare it with the GL and BVA


·       Revise the GL and BVA after the soft and hard close to ensure all the project expenses have been recorded correctly.


·       In coordination with the Project Manager, develop the budget forecast for the project with the project team.


·       Oversee the timely preparation and submission of the advances and monthly cash requests;


·       Manage cash flow, program advances and cash request projections for all program expenditures;


·       Develop documentation and tracking tools for project financial requests and follow up on payment release and settlement according to SCI regulations and policies;


·       Ensure that activities are implemented in accordance to the Plan of Action (PoA) and in a timely mannerand in line to project budget along with the project manager’s guidance.


·       Issuing timely payments to the field team members and supervising the settlement of open advances;


Procurement and administration:


·       Develop the project annual procurement plans in coordination with the project team and as per the project work plans.


·       Oversee the procurement processes and ensure compliance and filing of required documents in accordance with Donor and SCI policies in collaboration with the procurement department;


·       Ensure the quality of the services and goods before the delivery by the vendors;


·       Prepare all the supporting documents and specs. needed as per SCI regulations and policies


·       Provide regular update on the status of the procurement to the staff member in charge; 


·       Support the project team in organizing trainings, workshops and other events in the field, as deemed necessary.


Staff Management:


·       Provide supervision, coaching and support to the hub receptionist, security guard and office helper as per SCI policy and schedule;


·       Follow up and ensure the effectiveness and efficiency of work performed and give constructive feedback.


Safety and security focal point responsibilities:


•           Timely responding to reported security incidents and timely reporting to the Safety & Security Managerand Project manager.


•           Act as a focal point to resolve operational conflicts.


In case of Emergency:


•           Promote children's rights, contributing to their well-being and protection in times of emergencies, guided by humanitarian principles and code of conduct.


•           During emergencies, he/she should act in a way that facilitates SCI’s response to emergencies, giving priority to all assigned.


•           Be prepared to support SCI interventions in response to emergencies and show needed flexibility.


General:


•           Demonstrate leadership in relation to Save the Children policies and practice with respect to safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE


•           Bachelor’s level degree in a relevant subject (Business Administration, PR or equivalent field experience).


•           4-5 years of experience, including INGO with Previous experience in procurement and finance.


•           Excellent communication and interpersonal skills and ability to work collaboratively as part of a team.


•           Excellent organizational and planning skills, attention to details and the ability to manage time and prioritize tasks under pressure.


•           Demonstrated ability to coordinate between several projects.


•           Demonstrated ability to work with highly vulnerable groups, being familiar with the refugees’ andmigrants’ context is a plus.


•           Previous management experience is preferable. 


•           Excellent knowledge of computer programs (Excel, Spreadsheets, accounting programs, etc).


•           Excellent language skills in both English and Arabic (written and verbal) is required.


•           Strong organizational skills; 


•           Flexibility, ability to multi-task, meet deadlines and set priorities; • Experience in financial accounting and administration (preferably in a similar setting);


•           Good knowledge of child safeguarding will be an added advantage; and Commitment to Save the Children values.


•           Awareness of the security context and political situation in Egypt for refugees.
