PROGRAM SUMMARY:
The Diplomatic Platform Support Services (DiPSS) works in support of the Department of State to provide medical support services. The primary scope of this program is to execute medical support services at the United States Embassy and adjacent facilities in the Middle East.
Please Note: This position may work remote from a stateside location and will be expected to travel to project sites overseas as needed.
POSITION SUMMARY:
The Project Operations Lead for the Diplomatic Platform Support Services (DiPSS) program will oversee and manage a range of administrative, financial, and operational functions to support medical services at the U.S. Embassy and adjacent facilities in the Middle East. This role involves coordinating the day-to-day operations of the program, ensuring financial compliance, and managing contract tasks, resources, and reporting. The Project Operations Lead will work closely with the Program Manager and other stakeholders to ensure effective service delivery and operational efficiency. The Project Operations Lead will manage both business and administrative functions within a dynamic, fast-paced environment, ensuring that the program runs smoothly, efficiently, and in compliance with all relevant regulations. This position offers opportunities for leadership and continuous improvement in a mission-critical setting.
RESPONSIBILITIES:
Assist with program budgets, ensuring alignment with contract requirements and financial constraints.
Monitor, track, and control expenditures, ensuring compliance with government financial regulations.
Support the preparation of proposals and task order contracts, ensuring cost and schedule management.
Oversee invoice preparation, timekeeping, and reporting to ensure accurate and timely submissions.
Manage manpower and other direct costs, providing regular financial reports to senior leadership and clients.
Participate in contract negotiations and assist in developing acquisition strategies, including writing and editing related documentation.
Ensure the smooth execution of the program’s objectives, with particular focus on operational and administrative efficiency.
Analyze business procedures and develop solutions to improve workflow, communication, and resource utilization.
Coordinate the mobilization of resources, including financial planning and project management for new task orders.
Act as the primary site POC for HR and Talent Acquisition to ensure a collaborative approach and site compliance with travel, payroll, and personnel policies for people functions such as recruiting, onboarding, and offboarding of personnel.
Support the Program Manager in the oversight and management of tasks, schedules, and performance reviews.
Coordinate travel logistics for personnel, ensuring compliance with travel policies, including flight bookings, accommodations, and transportation arrangements.
Maintain and track travel documentation, including visas, and ensure timely renewals.
Assist in coordinating emergency support for travelers, including insurance management and providing travel-related assistance.
Track and maintain travel itineraries, ensuring that all travel needs are met and support is provided in case of issues or delays.
Identify training needs and formulate policies to ensure staff are well-prepared for their roles.
Provide leadership and direction to staff, including the training and implementation of new systems and procedures.
Identify risks or performance gaps, develop corrective actions, and track progress to ensure quality service delivery.
Develop and implement strategies to improve operational efficiency, streamline processes, and enhance service value to the client.
Support compliance with all regulations, including HIPAA, and ensure adherence to security protocols and program guidelines.
Provide timely, accurate reports on financial status, program progress, and resource utilization.
Serve as the liaison for communication with government officials, contractors, and other stakeholders.
Prepare and present program updates, acquisition strategies, and financial summaries to executive leadership.
REQUIRED QUALIFICATIONS:
Business Administration, Health Services, Health Care Administration, or a related field; an equivalent combination of education and directly related experience can be considered.
A minimum of 5+ years of progressively responsible program/project management experience, in healthcare administration or international programs.
Proven financial management skills, including budgeting, cost analysis, and/or contract oversight.
Demonstrated proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) and project management software.
Experience in preparing acquisition documents, reports, and/or executive-level presentations
Citizenship and Travel: Must be a U.S. Citizen with a valid U.S. Driver’s License and Passport (at least 13 months validity, 6 blank pages).
US Passport with minimum one plus year validity remaining.
Must have valid driver’s license and clean driving record.
Must be able to pass a pre-employment background check and drug screen.
Must currently possess a U.S. Government (USG) issued Secret security clearance and/or a favorable USG Moderate Risk Public Trust (MRPT) certification prior to being hired is required for the position.
Must maintain eligibility at the required clearance or certification level for the duration of the task order.
Must attend Pre-Deployment Training
PREFERRED QUALIFICATIONS:
A Master's degree (MBA, MS in Health Care Administration) is preferred.
Certifications: Relevant certifications in healthcare, finance, or project management are highly desirable.
7-10+ years of program or project management experience in healthcare or international programs
Knowledge of medical terminology and healthcare metrics is desirable.
