Projects Commissioning Manager 

Role Synopsis:
  • Commissioning Manager is a key member of the project leadership team and will be expected to manage the project commissioning scope, schedule and budget in accordance with the design intent and to the HSE requirements that meet operability targets agreed with Project General Manager.
Main Responsibilities:
  • Interface with other client peers and partners to co-ordinate activities.
  • Manage commissioning schedule, cost, logistics and progress, and drive mechanical completion in line with construction and completion schedule
  • Custody transfer/handover approval for all systems from construction to commissioning to operations
  • Ensure successful close out of all outstanding engineering, construction and punchlist issues
  • Confirm the performance of the safety critical elements through testing as identified in the technical safety assurance plan
  • Ensure commissioning team are trained, understand and follow safe work practices
  • Perform periodic on-site safety audits and observations
  • Establish clear expectations for safety and safe work practices
  • Liaise and interact with GCMC & GEC Contractor teams
  • Ownership of the completions and commissioning processes and procedures.
  • Develop and approve commissioning procedures and plan. Ensure the content of handover packs are agreed with operations including data handover requirements
  • Manage commissioning contracts and ensure compliance with client policies and procedures
  • Arbitrate in punch list categorisation of disagreements as required
  • Provide progress measurement and reporting information to project management as required
  • Ensure compliance with project management of change (MoC) process during commissioning stage of the project
  • Assist the delivery teams to achieve maximum degree of completion
  • Manage and facilitate the commissioning and start up interfaces between project delivery teams and proactively look for synergies and prepare contingencies
  • Support delivery teams in implementation of guidance of certification (GOC) or the preferred project completions system 
  • Represent the commissioning team at reviews and audits
  • Manage the commissioning cost and budget
  • Provide commissioning input to any changes to the project-integrated schedule
  • Provide commissioning input to the project risk management process
  • Identify and manage the commissioning spares and consumables
Qualifications, competencies and skills:
  • Essential Education - Degree Qualified, in discipline relating to area of expertise (e.g. Chemical Engineering) or a min 20 years’ experience working in the oil & gas industry, including experience in a Commissioning capacity.
  • Broad knowledge of commissioning start up and operations functions
  • Ability to work with interdisciplinary team
  • Ability to dialogue effectively with senior project and operations personnel
  • Extensive Project & Brownfield experience is preferred.
