PROJECT BACKGROUND
The Municipal Support Program (MSP) is a five-year program supported by USAID/Jordan, awarded in August 2022, and implemented by DAI Global LLC. The overall goal of MSP is to strengthen municipal-sector service delivery and promote Local Economic Development (LED) in Jordan. The MSP team will achieve this goal through the following interventions: Outcome 1: Inclusive local administration strengthened, and Outcome 2: Capital investment for municipalities increased.
MSP utilizes approaches that address structural issues, systems, processes, interrelationships, behavior, and organizational culture change. MSP aims to strengthen municipal-sector service delivery by supporting improved governance and organizational culture across three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement.
The program will support increased capital investment in Jordan’s municipal sector with the goal of catalyzing local economic opportunities and strengthening service delivery by supporting improved development planning, facilitating investor partnerships, increasing access to finance, and supporting renovation and construction of fixed assets including the provision of material resources. Foundational to these efforts, MSP will leverage and institutionalize the participation of marginalized groups, including women, youth, and persons with disabilities, in municipal-level decision-making. Participatory planning will improve marginalized groups’ access to public services and increase their economic opportunities. MSP will work across all of Jordan’s governates.
POSITION DESCRIPTION
The Investment Planning Officer will assist municipalities across Jordan in activities related to investment under Outcome 2 - Capital Investment for Municipalities Increased. He/She will support the Outcome 2 - Capital Investment Lead and collaborate with municipal stakeholders to help develop and implement investment plans, improve access to financing, and contribute to the planning and execution of projects in infrastructure development, capital investment, and partnerships.
KEY DUTIES AND RESPONSIBILITIES
Assist in identifying and prioritizing municipal capital investment projects and partnerships based on local needs and opportunities. Collect and organize relevant data and documents to support project preparation and assessments, ensuring they are ready for private sector engagement. Contribute to basic market analysis by gathering data on similar projects, assessing market demand, and identifying potential challenges and risks. Provide support in reviewing financial considerations for municipal capital investments and partnerships to ensure practical and sustainable planning. Assist in exploring suitable business models and partnership frameworks for municipal projects and support the preparation of documents for attracting private sector interest. Help organize events and presentations to promote municipal investment opportunities, including preparing materials and coordinating logistics. Support capacity-building efforts for municipal staff in areas such as project planning, evaluation, and financial analysis. Facilitate communication and collaboration among municipalities, private sector stakeholders, and other relevant partners, including field visits when necessary. Perform additional tasks as assigned by the Capital Investment Lead.
QUALIFICATIONS
Bachelor’s degree in related field Fresh Graduate to 2 years of related professional experience Experience working with USAID or other international donors highly preferred. Must have excellent English and Arabic language proficiency, verbal and written.
