PROJECT BACKGROUND
The Municipal Support Program (MSP) is a five-year program supported by USAID/Jordan, awarded in August 2022, and implemented by DAI Global LLC. The overall goal of MSP is to strengthen municipal-sector service delivery and promote Local Economic Development (LED) in Jordan. The MSP team will achieve this goal through the following interventions: Outcome 1: Inclusive local administration strengthened, and Outcome 2: Capital investment for municipalities increased.
MSP utilizes approaches that address structural issues, systems, processes, interrelationships, behavior, and organizational culture change. MSP aims to strengthen municipal-sector service delivery by supporting improved governance and organizational culture across three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement.
The program will support increased capital investment in Jordan’s municipal sector with the goal of catalyzing local economic opportunities and strengthening service delivery by supporting improved development planning, facilitating investor partnerships, increasing access to finance, and supporting renovation and construction of fixed assets including the provision of material resources. Foundational to these efforts, MSP will leverage and institutionalize the participation of marginalized groups, including women, youth, and persons with disabilities, in municipal-level decision-making. Participatory planning will improve marginalized groups’ access to public services and increase their economic opportunities. MSP will work across all of Jordan’s governates.
POSITION DESCRIPTION
The Senior Investment Planning Officer will work with municipalities across Jordan to support investment activities under Outcome 2 - Capital Investment for Municipalities Increased. He/She will collaborate closely with the Outcome 2 - Capital Investment Lead and municipal stakeholders to guide the development and implementation of investment plans, enhance access to financing, and contribute to the planning and execution of infrastructure development, capital investment, and partnership projects.
KEY DUTIES AND RESPONSIBILITIES
Lead efforts to identify and prioritize municipal capital investment projects and partnerships, aligning them with local needs and strategic opportunities. Oversee the collection and organization of critical data and documents to ensure comprehensive project preparation and readiness for private sector engagement. Conduct in-depth market analysis by evaluating similar projects, assessing market demand, and identifying potential challenges, risks, and opportunities for investment. Provide advanced insights and recommendations on financial considerations for municipal investments, ensuring strategic and sustainable planning. Advise on suitable business models and partnership frameworks for municipal projects and guide the preparation of documentation to attract high-quality private sector interest. Coordinate and lead events and presentations to promote municipal investment opportunities, ensuring materials and logistics are effectively managed. Design and implement capacity-building initiatives to enhance municipal staff expertise in project identification, evaluation, financial analysis, and feasibility studies. Act as a key facilitator of communication and collaboration between municipalities, private sector stakeholders, and other partners, including managing field visits and stakeholder engagement. Undertake additional responsibilities as directed by the Capital Investment Lead, contributing to the strategic objectives of Outcome 2.
QUALIFICATIONS
Bachelor’s degree in Finance, Economics, Accounting, or a related financial field. 3 to 5 years of relevant professional experience. Prior experience in developing investment plans and implementing investment projects is an advantage. Experience working with USAID or other international donors is highly preferred. Excellent proficiency in English and Arabic, both verbal and written, is required.
