Job Description and Requirements Terms of Reference
OBJECTIVE
Oxfam is seeking an experienced and motivated individual to fill the role of
Recycling officer under our Solid Waste Management Program. The Recycling Officer will coordinate the implementation of the project amongst various stakeholders in designated areas. At field level s/he will liaise with Oxfam’s Cash for Work and Community Engagement team, CBOs staff to ensure the project’s implementation is in line with workplans and set indicators.
ROLES & RESPONSIBILITIES OF THE WORKING GROUP
The Officer will be required to supervise the operation of recycling and waste separation facilities in, HC Alhussyniat facility , liaising with project teams and developing a sustainable enterprise that will have positive environmental and economic impacts. The successful Recycling Officer will represent Oxfam on site and be responsible for the implementation of the project among various stakeholders, ensuring a high quality of coordination, facilitating smooth delivery of the projects and ensuring that project’s implementation in line with work plans and set indicators. Flexibility, willingness to learn and enthusiasm for humanitarian work. Understands work segregation among all units in the project and must be good in coordination and negotiation Work with Oxfam’s CFW,CE and SWM teams to design and carry out assessments to identify preferred methods and approaches to waste separation at a household level. Support on training for the selected CFWers in the HC and the IBVs in the camp during the induction training and the advance training Conduct regular consultation with all cash for work beneficiaries to ensure proper information dissemination on camp and Host communities standard operating procedures (SOPS) To liaise closely with the Community Engagement Team throughout the planning, design and implementation stages of the activities . To report regularly, verbally and in writing to the Project Manager on all stages of implementation. The Officer is expected to provide update to other project teams if the need arises. Liaise with MEAL in data collection, monitoring and evaluation of activities. To work closely with the Logistics Team to ensure that procurement is done regularly as planned. He/she is expected to proactively submit Request Orders (Ros) on time to Logs Team and effectively follow up the progress of the procurement process. In coordination with Logistics Team, facilitate the sale of solid waste materials to the identified buyer through tendering process. In coordination with the Health and Safety Officer, ensure the health and safety condition of the recycling centres and make sure that workers follow the health and safety procedures while performing their duties. To ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around public health engineering issues. Identify and supervise technical resources needed to complete the assigned scope of work. Review work done, quality, and ensure the project stays within assigned schedule and cost targets. Submit a weekly and monthly report of collected solid waste materials (plastic, cardboard, iron, aluminium) and prepare an inventory of all collected materials in the recycling centre to track amount of solid waste stocks ready for sale. Create and constantly review work plans and progress against targets, estimating works completion dates and identifying project critical pathways. Support on preparing the required term of references , tender documents and monthly reports Support on preparing the required training materials for the cash for worker and the IBVs Prepare the maintenance logsheet for the facilities machines. Lead on implementing the Trucks routing plan for collection between all municipalities. As requested, participate in weekly site meetings with partner, cluster meetings, ensuring full documentation. Actively participate in weekly management and team meetings. Liaise effectively with other actors in the camp and the host community who are also implementing recycling initiatives.

Qualifications
Essentials
Bachelor’s degree in social sciences, Environmental Management, Engineering, or a related field from a recognized university. Experience working with INGOs, preferably within refugee camp settings and host communities. Proven experience in Solid Waste Management (SWM) and recycling activities in host community contexts, or refugees camp context. Understanding of logistics and procurement processes, with experience in coordinating procurement activities and tracking inventories. Ability to conduct assessments, monitor performance, and prepare accurate reports on activities and outcomes. Fluency in Arabic (spoken and written). A good level of written and spoken English. Familiarity with routing plans for municipal waste collection and recycling initiatives. Ability to supervise the operation and maintenance of recycling and waste separation facilities. Competence in using and maintaining facility machines, preparing maintenance logs, and tracking waste collection data. Knowledge of local recycling initiatives and best practices in Al Mafraq Governorate. Demonstrated ability to represent Oxfam to external organizations and stakeholders, including governmental entities, NGOs, and community-based organizations (CBOs). Excellent organizational skills, with the capacity to manage multiple deadlines and tasks simultaneously. Ability to develop and maintain relationships with key stakeholders, including municipalities, suppliers, and community-based organizations.

Potential and flexibility of attitude to learn; The post holder should be at ease in working with local communities and Syrian refugees. Well developed interpersonal and team skills and proven ability to be flexible in demanding situations.
