Job Description

What we are looking for


Experience in protection sector within humanitarian or development sectors with previous experience and technical competence in cluster and/or sector coordination with the understanding of international humanitarian response and coordination mechanisms.


To excel in this position, you will need to possess expertise in the implementation and technical guidance of protection interventions with a genuine interest in humanitarian work and supporting people affected by conflict.  


The successful candidate will have a strong understanding of the protection environment and local context, coupled with extensive experience in providing protection services to marginalized groups and individuals exposed to violence.


The ability to contribute to analysis, strategy and planning is also necessary for this position as well as fluency in Arabic and English, both written and verbal.


What you will do


The NGO sector co-coordinator has an overarching duty to all partners within the sector, to act as a representative of the sector as a whole, rather than solely as a representative of their organisation. The co-coordinating agency works in close coordination with the Government lead ministry and UN coordinating agency to agree on specific tasks and the division of labour. 


The Protection Sector Co-Coordinator will dedicate 70% of their time to protection sector specific responsibilities, and the remainder to supporting NRC Lebanon.


Key responsibilities


  • Facilitation and representation in Protection Working and Core Group meetings at national level in an inclusive and transparent manner, respecting mandates and programme priorities of all members, to achieve Lebanon Crisis Response Plan (LCRP) objectives.
  • Representing the sector, including at sectoral meetings, in the Inter Sector and Inter Agency coordination fora and in external stakeholder engagement, as appropriate.
  • Development and implementation of strategy in collaboration with the Government lead ministry and coordinating UN agency.
  • Supporting effective protection mainstreaming, participatory approaches and contingency planning across sectors and frameworks where relevant.
  • Contributing to NRC Lebanon's protection strategy and protection mainstreaming framework through the roll-out of the Safe and Inclusive Programming Minimum Standards.
  • Enhancing the sector’s protection analysis and support lessons learnt and best practices across partners, as well as promote harmonized sector-specific approaches to implementation where necessary.
  • Promoting the use of participatory and community-based approaches in the planning and implementation of sectoral interventions, as a key value-add of an NGO sector co-coordinating agency.
  • Working with sector partners to contribute to contingency planning and emergency preparedness efforts for the sector, ensuring adequate participation in Inter Sector business continuity planning, contingency planning and emergency preparedness activities.
  • Advocating for protection solutions to identified protection risks as identified and agreed upon by working group members, supporting localization efforts and ensure the engagement of local organizations in the sector.

What you will bring


  • Bachelor or Master’s degree (in social work, psychology, or social or political sciences, etc.)
  • Minimum 5 years in protection sector in humanitarian or development sectors, with previous experience and technical competence in cluster and/or sector coordination is highly desired.
  • Understanding of international humanitarian response and coordination mechanisms, humanitarian program cycle (HPC), Central Emergency Response Fund (CERF), Country Based Pool Fund (CBPF) and Appeal processes.
  • Expertise in the implementation of protection interventions. This includes but is not limited to multi-sectoral interventions with the ability to support the revision of the technical guidelines of the Protection sector. 
  • Strong understanding of the protection environment and local context, coupled with extensive experience in providing protection services to marginalized groups and individuals exposed to violence.
  • Demonstrated interest in humanitarian work and supporting people affected by conflict. 
  • Expertise in gathering and/or using existing multisectoral data to analyse aspects of the local context relevant to protection risks.
  • Ability to contribute actively and meaningfully to complex analysis, strategy and planning.
  • Fluency in Arabic and English, both written and verbal 

What we offer


  • Duty station: Beirut, Lebanon. 
  • Contract: Up-to To July 2025, (renewable based on funding, performance and need for the position, elections in June 2025)
  • Travel: 10%
  • Salary/benefits: grade 8 on NRC’s national salary scale, with accompanying terms and conditions.
