Project Description
The United Nations Development Programme (UNDP) in Lebanon, with funding from the European Union (EU), has initiated the “Sustainable Energy for Public Services entities, entrepreneurship and innovation– EU Support to Lebanon’s Green Agenda” (CEDRO 6) project.
The CEDRO 5 project aims to enhance energy accessibility for the public sector, including the Lebanese Armed Forces, the Internal Security Forces, the Justice Court Houses, the Serails, public schools and nonpublic charity schools. Additionally, it strives to facilitate the private sector's adoption of solar energy, contributing to environmental sustainability, economic recovery, and job creation through the support of selected start-up initiatives, microgrids and capacity building of the work force.
Concurrently, UNDP will be also actively engaged in another KFW funded project, “Improving energy security and promoting the transition to sustainable energy in Lebanon”. The project focuses on providing sustainable energy solutions for public services ensuring a reliable electricity supply through renewable energy and energy efficiency interventions to public hospitals and public educational facilities. Furthermore, the project will provide policy support in the renewable energy sector and support in the rehabilitation and upgrade of hydroelectric facilities owned by the electric utility EDL.
The UNDP is seeking to recruit 5 Site Engineers for these two projects with the responsibility of undertaking field work and providing support to the team of Project Engineers, Project Analysts and the Project Manager/Advisor. The Site Engineers will be supervised by the Project Engineers, who will provide the engineering support and operational coordination related primarily to the implementation of renewable energy and energy efficiency systems in industries and public or private facilities across Lebanon and in related activities including the preparation of technical reports, capacity building, reporting and coordination.
Scope of Work
The Site Engineers will be working under the guidance of the Project Manager/Advisor and direct supervision of the Project Engineer in supporting in the technical design, procurement, supervision and monitoring of the demonstration projects. These projects include technologies such as Solar Photovoltaic systems, Solar Hot Water systems, Energy Efficiency systems and Hydroelectric systems among other sustainable energy actions. The Site Engineers will play a crucial role in assisting the Project Team in the successful execution of these projects.
The specific functions/responsibilities include:
a) Technical Responsibilities:
- Assist in the preparation of comprehensive technical design including sizing and Single Line Diagrams (SLD) and installation / interconnection drawings (when applicable) for the above mentioned technologies among other actions based on the beneficiary site needs’ and conditions.
- Assist in the preparation / review of shop drawings, work schedules and material specifications and verification of conformity with the design specifications.
- Assist in the preparation of tender documents based on the design specifications ensuring accuracy and compliance.
- Prepare, in collaboration with the various contractors, the time schedules for the execution works and the arrangements regarding the proper delivery of equipment to the installation sites and ensure information is communicated on site.
- Research and maintain an updated database on relevant EE/RE products and prices.
- Support the Project Engineer in all the technical tasks as requested and under his supervision.
- Assist the Project Engineer in the selection of beneficiaries through the review of the beneficiary application process, evaluation of the applications, and on-site validation of data and information.
- Assist the Project Engineer in the evaluation of offers and checking of compatibility of the proposed Renewable Energy and Energy Efficiency measures with site characteristics and tender documents requirements.
- Inspect works for conformity to specifications and design instructions and ensure work compliance with relevant engineering standards and codes.
- Assist in the consolidation of various technical reports from the field and support in the preparation of progress reports.
b) Support in Site Supervision, Monitoring and Reporting:
- Assist in work supervision, including ensuring the provision of complete listings of installed equipment per site, the preparation of site logs, acceptance reports, change orders, documentation of site condition, quality assurance and control, safety etc.
- Liaise with contractor’s staff in all site matters and assist in finding practical solutions to daily site problems.
- Assist in controlling engineering works and in particular the quality of works, safety and environmental aspects and compliance with the contract.
- Convey progress, comments, and problems to the Project Engineer and Project Manager/Advisor regarding the works/progress.
- Review and monitor planning schedules, analyze potential or occurring constraints/delays and oversee the implementation of remedial measures, including extending assistance to contractor to reschedule priorities.
- Assist in the performance testing of installations and coordinate hand-over arrangements;
- Assist in the monitoring and data collection from the various sites including data management and analysis.
- Develop and prepare commissioning and progress reports ensuring accuracy and adherence to project timelines.
- Support in the training and capacity building workshops that are organized by the project to transfer technology to beneficiaries and counterparts.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
Institutional Arrangement
The Site Engineer will be working under the overall guidance of the Project Manager/Advisor and direct supervision of the Project Engineer allocated for the specific initiative under his responsibility. The Site Engineer will also be required to provide support to other team members and other initiatives as needed. The incumbents will be based in Beirut and will have frequent travel to the project sites.

Minimum Qualifications of the Successful NPSA
Education:
- Secondary Education is required; or University degree in Electrical Engineering, Mechanical Engineering, Energy Engineering, or closely related field with emphasis on sustainable energy will be given due consideration but not a requirement.
Experience:
- Minimum 6 years (with secondary education) or 3 years (with a Bachelor’s degree) of progressive relevant experience in projects related to technologies such as Solar Photovoltaic systems, Solar Hot Water systems, Energy Efficiency systems and/or Hydroelectric systems among other sustainable energy actions.
Required skills:
- Proven proficiency in standard Microsoft Office applications and relevant computer applications.
- Proven proficiency in the use of Autocad.
Desired additional skills and competencies
- Previous experience of at least 2 years working on Solar PV systems with storage, Solar Hot Water systems or Energy Efficiency systems
- Previous experience of at least 2 years working as a Site Engineer.
- Proven proficiency with engineering and solar PV and/or solar hot water design software, such as Homer Pro, PVsyst, Helioscope, T*SOL or equivalent.
- Previous experience in working with international engineering standards and quality assurance procedures in projects implementation.
- Previous experience in working with the Lebanese Public Sector institutions.
- Previous experience in working with or reporting to UN, UNV, or international organization(s).
Languages:
- Fluency in written and spoken English and Arabic is required.
- Knowledge of French is desired
