Key Responsibilities & Duties:
A. TECHNICAL AUTHORITY & DESIGN INTEGRITY (30%)
- Act as the Project's Supreme Technical Authority, providing final review and approval for all civil, structural, architectural, and MEP designs, ensuring they are optimized for constructability, cost, and compliance with Aghas Group standards.
- Lead value engineering workshops to identify and implement design and material optimizations that reduce cost without compromising safety or quality, particularly crucial for low-cost housing mandates.
- Review and approve all method statements, material submittals, shop drawings, and technical specifications before they are issued for construction.
- Ensure all designs and construction activities fully comply with local building codes, zoning regulations, and the group's QHSE commitments.
B. CONSTRUCTION MANAGEMENT & SITE COMMAND (40%)
- Provide direct, daily leadership and technical direction to the site engineering team, project engineers, and construction managers.
- Oversee all on-site construction activities, ensuring they adhere to approved drawings, schedules, and the highest quality benchmarks.
- Implement and maintain rigorous project controls, including progress monitoring, critical path management, and weekly look-ahead planning.
- Resolve complex technical and construction-related issues promptly and decisively, minimizing project delays.
- Chair weekly technical coordination meetings with consultants, contractors, and subcontractors to ensure seamless interface management.
C. QUALITY ASSURANCE, SAFETY & COST CONTROL (20%)
- Establish and enforce an uncompromising Quality Assurance/Quality Control (QA/QC) regime on site. Conduct regular inspections and audits.
- Champion a "Zero-Harm" safety culture as the senior technical leader on site. Enforce strict adherence to HSE plans and procedures.
- Work closely with the commercial team to control project costs, reviewing interim payment certificates, variations, and ensuring value for money in all technical decisions.
- Utilize the group's in-house geotechnical and land surveying expertise to proactively address ground-related challenges and ensure precise execution.
D. TEAM DEVELOPMENT & REPORTING (10%)
- Mentor, train, and develop junior and senior engineers, fostering a culture of technical excellence and continuous learning.
- Prepare and present detailed technical progress reports to the Project Director and senior management.
- Serve as the primary technical interface with client representatives and third-party auditors.
Required Qualifications & Experience:
- Education: Bachelor’s degree in Civil Engineering (B.Sc. Engg) is mandatory. A Master’s in Structural/Geotechnical/Construction Engineering is highly preferred. Must be a registered Professional Engineer (P.E.) with the Pakistan Engineering Council (PEC).
- Experience: Minimum 20 years (non-negotiable) of progressive experience in building construction and civil works within Pakistan.
- At least 8-10 years must be in a senior technical leadership role (Sr. Chief Engineer, Project Manager - Engineering, Construction Head) with direct responsibility for the engineering of large-scale projects.
- Must have hands-on experience in the full construction lifecycle of at least two (2) major projects (high-rise residential buildings, large housing societies, or industrial facilities) each with a value exceeding PKR 5 Billion.
- Proven Mastery In:
- Design & Detailing: Deep practical knowledge of structural design, foundation systems, and building services (MEP).
- Construction Methods: Expertise in modern construction techniques, formwork systems, and concrete technology.
- Contract & Standard Knowledge: Proficient in FIDIC and Pakistan Building Codes.
- Software Proficiency: Advanced user of AutoCAD, MS Project/Primavera, and structural analysis software.
- Leadership & Character: A leader by example, with strong analytical and problem-solving skills. Decisive, detail-oriented, and possesses unwavering integrity. Excellent communication skills to liaise with both technical teams and management.
