Position: Grants and Subcontractor ManagerProject: USAID/ Pakistan Climate Smart Agriculture Activity (CSA)Organization: The Kaizen Company on behalf of Tetra TechLocation: Islamabad, PakistanReports To: Director of Finance and OperationsAbout Pakistan Climate Smart Agriculture:The recently awarded five-year USAID/Pakistan Climate Smart Agriculture (CSA) activity is part of the U.S.-Pakistan "Green Alliance" framework, aimed at fostering bilateral cooperation to address climate, environmental, and economic challenges. This initiative focuses on building resilience within farming communities by promoting the adoption of climate-smart agricultural practices and technologies. By increasing agricultural productivity and incomes sustainably, the CSA activity aligns with USAID’s goals of inclusive economic growth, gender equity, and environmental stewardship. Activities will be implemented in a context-sensitive manner to promote increased agricultural productivity; higher resilience to climate change; and economic participation and greater incomes of socially marginalized groups, women, and girls at different stages of agricultural production and processing. In partnering with the private sector, civil society, and government stakeholders, Pakistan CSA aims to maximize the effectiveness and impact of investments. Targeted project interventions will be conducted in Punjab, Sindh, KP, and Balochistan provinces. This project is implemented by The Kaizen Company on behalf of Tetra Tech.OverviewThe Grants and Subcontractor Manager for USAID/Pakistan Climate Smart Agriculture Activity will be responsible for overseeing grants efforts under CSA as well as local subcontractor management. The Grants and Subcontractor Manager will lead or support the selection process, organize and schedule interviews with selected grantee applicants at the interview stage and organize and facilitate evaluation committees. They will also lead, conduct or support the due diligence process associated with grant applicants and innovations. Additionally, the Grants and Subcontractor Manager will conduct financial reviews of subcontractor expenses, working with the CSA Adoption Coordinator to ensure compliance of subcontractors with their contract. The position will ensure the coordination and understanding of and adherence to USAID regulations and Tetra Tech policies. Key Responsibilities:- Lead the development, regular updating, and annual review/revision of CSA’s grants policies and procedures.
- Oversee and document the implementation of grants tools, templates, policies and procedures.
- Review and negotiate budgets, review financial reports, prepare for and monitor audits of grantees, and file management.
- Provide staff training on grants under CSA.
- Conduct internal quality assessments against grants efforts, including assessments of grantees and vendors.
- Lead local subcontractors’ invoice and financial reviews, ensuring compliance with USAID and project requirements.
- Manage local subcontract portfolio through reviewing and negotiating budgets, monitoring, regular audits, file management, and ad hoc tasks.
- Provide scheduled and ad-hoc reports to Chief of Party on grants initiatives.
- Oversee the day-to-day activities of CSA related to grants.
- Coordinate with technical leads overseeing local subcontractors' day-to-day activities.
- Other duties as assigned.
Qualifications:- Required:
- At least a bachelor’s degree or higher in a relevant field such as international development, business administration, accounting, finance, or a related field.
- At least 5 years’ experience in grants design and administration, management and oversight for international development projects in Pakistan.
- Experience in preparing and supporting grants tools, templates, policies, and procedures to international development donors.
- Experience in establishing and overseeing grants systems in the international development field.
- Experience in reviewing and negotiating budgets, reviewing financial reports, preparing for and monitoring audits of grantees, and file management with attention to detail.
- Demonstrated experience managing subcontractors’ finances and compliance.
- Fluency in English

- Familiarity with USAID regulations and compliance and experience on USAID funded projects.
- Strong familiarity with the agriculture sector in Pakistan.
- Demonstrated ability to work under pressure and manage multiple tasks simultaneously.
- Strong work ethic, critical thinking abilities, and history of excelling at his/her work with minimal oversight.
- Excellent interpersonal and communication skills, with the ability to build relationships with diverse stakeholders.
Salary- The base salary scale for this position is set at PKR 5,139,790 – PKR 6,424,738 annually. The salary within this range will be in line with background and experience, per the local compensation plan. A standard benefits package will be offered.
