Job description

Oversee all engineering licensing activities and regulatory approvals for the firm's projects with government entities (such as Municipalities, Royal Commissions, and the Diriyah Gate Development Authority). Ensure that all projects meet regulatory and technical requirements within the designated timelines and according to the highest standards of quality and compliance.
Key Responsibilities and Duties:



  1. Prepare and review project drawings and documents (building permits, occupancy permits, demolition permits, modification permits, site preparation, etc.).



  2. Coordinate with Riyadh Municipality and relevant government authorities to secure required regulatory approvals.



  3. Study municipal regulations and the Saudi Building Code (SBC) and ensure full compliance of architectural designs and plans.



  4. Manage the submission of applications through the "Balady" platform, Riyadh Municipality platform, or other related platforms (Royal Commission, Diriyah Gate Development Authority, etc.).



  5. Follow up on special approvals and exemptions for unique project types (hotels, investment projects, etc.).



  6. Review and approve final architectural drawings before submission to official authorities.



  7. Supervise and coordinate the work of engineers in the Licensing Department and distribute tasks accordingly.



  8. Ensure training and proper development of engineers in the building permit section to complete tasks effectively.



  9. Review contracts and coordinate with the Contracts Department before sending them to clients to ensure technical and regulatory accuracy.



  10. Maintain ongoing coordination with the Design Department and external engineering offices to complete required technical and administrative documentation.



  11. Track applications with legal representatives or government liaison officers until building permits are officially approved.



  12. Prepare periodic reports for management, including project status, licensing progress, and payment follow-ups according to signed contracts.



  13. Represent the firm in meetings and site visits with government entities or project owners when required.



  14. Follow up on Central Inspection reports with the responsible engineer and ensure they are submitted in the system until issuance of the Occupancy Certificate.




Required Qualifications:



  • Bachelor's degree in Architecture.



  • 8 to 10 years of proven experience in building permit licensing within Saudi Arabia.



  • Strong knowledge of Riyadh Municipality regulations, Balady platform procedures, and local regulatory requirements.



  • Full familiarity with the Saudi Building Code (SBC) and related municipal regulations.



  • Strong communication and coordination skills with government agencies and internal departments.



  • Professional classification with the Saudi Council of Engineers.



  • Proficiency in computer use, AutoCAD, and electronic municipal systems.
