We are currently looking for a Procedure & Charter Development Lead for our Program Delivery Office based in AlUla. This is a fantastic opportunity to be part of a growing team on high profile Mega Project within in Saudi Arabia.


Key Responsibilities


The Procedure and Charter Development Lead is a key role within the AlUla Program Delivery Office (PDO). The individual will drive process integration across multiple organisations, drive process improvement, champion knowledge transfer planning and execution.


Key responsibilities will include:


Reviewing and analysing the existing program processes:


  • Through a combination of desktop analysis and leading stakeholder engagement


  • workshops, map out the as-is operating and governance models and identifying areas of improvement.


  • Reviewing and mapping the existing program processes and procedures, including those of key stakeholders such as the Client organisation.


  • Developing and implementing new processes and process improvements.


  • Aligning processes between different organisations and at different levels of the organisation, including at the assurance and delivery levels.


  • Documenting Standard Operating Procedures and obtaining buy into to plans, forms and templates with the Client and Key Stakeholders.


  • Ensure alignment with AtkinsRealis and Client standards including organisational goals.


  • Regularly review and update procedures to enhance efficiency and compliance.


  • Engage in data driven business analytics.


Knowledge Transfer


  • Develop a plan for knowledge transfer that covers various levels, both for knowledge transfer and handover between colleagues and between organisations e.g. The generation and production management of detailed Work Instructions for all principal activities across all functions.


  • As required, manage knowledge transfer initiatives.


Charter Management:


  • Develop and implement a Project Charter development process and agree the process with key stakeholders.


  • Lead workshops to train and support Project Managers in delivery of Project Charters.


  • Work closely with stakeholders to gain buy-in and alignment on Project Charters.


  • Manage and track Program/Project Charter development, approval and updates


Stakeholder Engagement:


  • Collaborate with relevant Clients, Project Managers, and Team members to foster strong relationships.


  • Communicate Project procedures effectively to all stakeholders, monitor and drive process adoption.


  • Drive continuous improvement, seek feedback from Project Teams and implement enhancements as required.


Key Requirements:


  • 10 years' experience including 5 years PgMC/PMC experience on similar projects


  • Bachelor’s degree in Project Management, Engineering, Business Administration, or a related field.


  • Strong analytical, organizational, and communication skills.Experience working within a Management Consulting background is preferred.


  • Experience designing target operating models and governance models.


  • Ability to lead and influence cross-functional teams.


  • Competent with MS Office, including Visio, Word, Excel, PPT, etc. (Microsoft 365).


  • Understanding of Project and Program Delivery.


  • Experience working within a PMC and or PDO is preferable.


  • Arabic speaking and writing an advantage.
