Role Summary:


The Program Planning Manager is responsible for program‑level schedule governance, integration, and oversight across all workstreams within a large, multi‑disciplinary program delivered under an EPCM governance model. The position ensures full compliance with Worley’s Management System, program execution procedures, planning standards, and contractual schedule requirements.



The manager serves as the single source of truth for schedule governance, leading baseline and re‑baseline development, coordinating integrated schedules, and ensuring alignment across internal and external stakeholders.



Key Responsibilities



A. Program‑Level Schedule Governance



  • Develop, maintain, and control the Integrated Master Schedule (IMS) spanning all project phases and disciplines.
  • Ensure alignment with corporate planning standards and the Program Execution Plan (PEP).
  • Standardize schedule levels, coding structures, and planning methodologies.

B. Multi‑Center Schedule Integration



  • Coordinate planning deliverables across multiple delivery centers, disciplines, and execution teams.
  • Ensure uniform application of shared work processes and planning governance.
  • Oversee integration across engineering, procurement, construction, commissioning, and readiness workstreams.

C. Schedule Risk, Scenario Analysis & Change Management



  • Identify schedule risks and perform structured schedule risk analyses.
  • Lead mitigation planning, scenario modeling, and recovery planning activities.
  • Implement formal change management processes and maintain compliant schedule impact assessments.

D. Performance Monitoring & Reporting



  • Apply Earned Value Management (EVM) and progress measurement methodologies aligned with corporate standards.
  • Produce accurate weekly and monthly schedule reports and forecasts.
  • Validate progress updates and ensure integrity of all schedule performance indicators.

E. Baseline, Re‑Baseline & Recovery Planning



  • Lead baseline and re‑baseline development cycles.
  • Drive schedule recovery initiatives and monitor adherence to approved plans.
  • Coordinate with specialized planners and subject‑matter experts during re‑baseline processes.

F. Stakeholder & Client Interface



  • Serve as the primary planning focal point for internal leadership, partners, and external stakeholders.
  • Support technical reviews, progress meetings, and schedule presentations.
  • Ensure effective communication of schedule status, risks, and constraints.

G. Compliance & Governance



  • Ensure compliance with:
    • Program Execution Plan (PEP)
    • Corporate planning and scheduling standards
    • Document control and reporting protocols
    • Applicable HSE governance related to planning deliverables
  • Maintain alignment between contractual schedule obligations and program controls processes.

Required Qualifications



A. Education



  • Bachelor’s degree in Engineering or related technical discipline.
  • Preferred certifications: PMP, PMI‑SP, AACE PSP/EVP or equivalent.

B. Experience



  • Experienced in planning and scheduling on large EPC/EPCM programs.
  • Strong experience in integrated, multi‑center execution environments.
  • Demonstrated expertise in developing and governing complex program schedules.

C. Technical Skills



  • Expert proficiency in Primavera P6 and enterprise planning systems.
  • Strong knowledge of integrated engineering, procurement, and construction planning processes.
  • Experience with 4D/digital planning tools and advanced progress measurement methodologies.
  • Strong analytical and scenario modeling capability.

4. Team Management Skillset 



The Program Planning Manager must demonstrate strong leadership and organizational capability to effectively manage diverse planning teams, often distributed across multiple centers.
