ROLE OVERVIEW
NEOM is seeing an exciting new role for a Senior Project Manager - Desalination. This role reports to the Project Director – Desalination within its ’s Water Supply department.
The Water Supply department has multiple assets to design, construct and install across the NEOM region in order to meet water demand profiles for construction, irrigation, consumption etc. These projects range from green-field construction, the provision of facilities to hook-up a desalination barge and hook-up and commissioning of existing containerized assets within the region.
The Senior Project Manager will be responsible for one or more of these projects.
The Senior Project Manager will be responsible for planning, organizing, executing and successful completion of Water Supply projects to ensure they are within scope, schedule and budget.
REQUIREMENTS SUMMARY
The Senior Project Manager will provide site-based oversight and management services for the Water Supply Team on a range of water production / desalination projects within NEOM Water. There are a number of works programs which will require to be stewarded and managed through specification, contractor selection, construction, commissioning and handover:
- Existing Desalination Plant Upgrade:
- A Waste Water Treatment plant
- Conversion of the remineralization system to a saturator based design
- Conversion of the disinfection process from using Chlorine Dioxide to Sodium Hypochlorite
- Works to ensure the facility is fully compliant with High Commission for Industrial Security (HCIS) Class I requirements
- Ad-hoc civil and Instrumentation and Control upgrades to further optimize the process plant.
- Construction of onshore jetty, post-treatment and export facilities to support the provision of a 50 Million Litres a Day (MLD) Desalination Barge
- The hook-up of NEOM-owned 21 (MLD) containerized desalination process plant
- The procurement and installation of a further 29MLD process plant and remineralization system to supplement the desalination process plant
ROLE COMPETENCIES & ACTIVITIES
The Senior Project Manager – Desalination's responsibilities will include, but not be limited to:
- Primary responsibility for planning, organizing, executing and successful completion of Water Supply projects to ensure successful completion within scope, schedule and budget.
- Primary responsibility on-site for management and coordination of each contractor.
- Responsible for maximizing the contractual performance of one or more of the above program of works, monitoring contractor performance, deliverables and milestones. Review contractor obligations and maintain a tracker showing start and finish dates, obligations, termination clause, and repository of performance bonds if applicable.
- Responsible for Project Controls Management, which includes reviews. Tracks controls for the Budget (Capex and Opex), Estimates, Cost spend to date, Milestone achievement, Planning, Reporting, Commercial, Contract, Document Controls and Risk with support from the Water Contracting Group (WCG) and Finance.
- Manage and review any claims with support from the WCG.
- Maintain a Permits register to ensure we are compliant with all permits for the program of works.
- Ensure that each phase of the program of works is meticulously executed and recorded and that the Project Handover process is completed with support from the WCG. This will include the following: - work completion to date, snag list, warranty established, and project completion certificate

Knowledge, Skills and Experience
- 10+ years of relevant professional experience
- Defining goals and roles
- A long-lasting track record in project management of mid-to-large Capex and Opex projects.
- Working at a senior level within a complex organisation to secure commercial outcomes as directed and required.
- Building positive relationships with various stakeholders and their expectations.
- Manage and interact with functional units as well as vendors, suppliers and contractors.
- The internal processes and machinations within NEOM (this can be developed once on board if applicable).
- Multi-tasking to manage many work-fronts with different stakeholders.
- Outstanding English language skills, both orally and in writing.
