  • The direction and control of a Specialist Group of personnel assigned to a Project
  • Co-ordination of the technical standard of engineering, design and droughting within a Discipline Project Assigned Team, as applicable
  • The identification of the full scope of discipline work
  • The execution of project work, in accordance with the Discipline Design Instructions, including Foster Wheeler and/or Project Procedures on Safety and Quality Control, within the man-hour, cost budgets and the project schedule targets
  • Assignment of personnel to specific tasks within the Discipline Project Assigned Team
  • Be familiar with the current application of computer systems to Foster Wheeler’s business and endeavor to optimize their use and development within the project/department budget, both to solve technical problems and to promote the effective management of information. These systems will include the application of CAD, PDS, DMRS, SMILE, INTOOLS etc.
  • Co-ordinate the establishment of supplier document requirements and the effective ongoing control of review and approval
    Prior to commencement of engineering of a project, prepare in conjunction with the Chief Discipline Engineer, the Discipline Project Assigned Team Plan for project execution, including:
    • Review of planning information to establish correctness of sequence of operations, key dates and time intervals.
    • Preparation of detailed plan to achieve compliance to the project schedule.
    • Assist in the preparation of a Project Quality Plan and program by input to DMRS.
    • Identify manpower requirements.
  • Review of project procedures and requirements with Project Engineering Manager
  • Review initial designs, specifications, drawings, requisitions, and other data necessary to establish correctness of design and adherence within each project stage to established material and equipment budgets
  • Direct the development of project specifications, standards, designs, drawings and requisitions within the Discipline Project Assigned Team
  • Advise Materials Management Department, in conjunction with the Chief Engineer, on the engineering acceptability of Suppliers
  • Review regularly progress on the project and submit monthly progress and DMRS reports to the Project Engineering Manager. Investigate indicated or potential slippages related to schedule and budgets and report, together with proposed corrective action, to the Chief Discipline Engineer and the Project Engineering Manager. Ensure that agreed corrective action is taken
  • Review and check as necessary work executed by Discipline personnel to ensure that it meets the requirements of:
    • The applicable Project Engineering Standards, Corporate Procedures and Discipline Practices
    • Foster Wheeler and/or Project Procedures on HSE and Quality Control
    • Foster Wheeler acceptability criteria concerning Suppliers being considered for the supply of equipment
    • The latest working techniques to reduce working costs and increase efficiency
    • Implement corrective action as necessary
  • Review workload regularly, to ensure that the Discipline Project Assigned manpower is used efficiently.
  • Review and approve, or arrange the approval of all documents requiring the signature of a Discipline Authorized Engineer
  • Take action on Audit Reports as required
  • Carry out the following Suppliers document control functions:
    • Review document requirements and document and equipment delivery dates for major equipment, established with Suppliers at the pre order meeting
    • Compile a Supplier’s document Index (SDI), update and issue it on a monthly basis
    • Distribute Supplier documentation to the various Engineering and Design personnel and co-ordinate their comments
    • Prepare consolidated comments and return these to the Supplier
    • Liaise with Materials Management to obtain all necessary Supplier information, in particular review late Supplier documentation for expediting with Materials Management
    • Liaise with Specialist Engineers regarding information required by the Designers
    • Issue copies of final documentation for inclusion in the Mechanical Catalogues
  • Liaise with other Discipline Project Assigned Teams, with the Project Engineering Manager and Client's Engineers on discipline and project matters
  • Resolve problems arising from differences with other Discipline Project Assigned Teams, major technical problems and policy matters. Seek advice from the Chief Discipline Engineer when necessary
  • Deficiencies in procedures and standards should be brought to the attention of the Chief Discipline Engineer
  • Ensure that a proper filing system of specialist documents for the project is maintained
  • Minute or otherwise record decisions taken and actions requested to ensure there is an auditable trail to major engineered items and deliverables
  • Ensure that the transfer of records to storage/ archive and for destruction is carried out in accordance with the Project Filing Index
  • Ensure all members of the Discipline Project Assigned Team are aware of the FW APac Corporate Code of Ethics and any project specific requirements relating to technologies licensed by Clients or Third Parties
  • Assist when required in interviewing prospective new personnel both staff and agency
  • Assist when required the Discipline Head in the execution of his duties
  • Assist when required in preparation of proposals and in presentations to prospective clients
  • Providing “Feedback” to the Discipline Head concerning problems arising from application of standard methods and work procedures/instruction/technical practices and updates the same
  • When nominated by the Discipline Section Manager, act as Quality Correspondent checking and/or approving documents as requested in the Project Execution Plan through the implementation of proper check lists
  • Carry out technical investigations, produce technical reports as and when required
  • Assist in the developing and training of subordinate personnel

  • Degree in Electrical, Electronics or Instrumentation Engineering with at least 15 years experience in Refinery/Petrochemical/Chemical/Power Plants
  • Knowledge of DCS/PLC based system and Field instrumentation. Familiar with PC based design software for sizing of instruments. Preparation of requisition and procurement of instruments and control system. Experience in control system for preparation of functional description / cause and effect matrix / IPF narratives etc.
  • Project Management capabilities of instrument & control works
