The PMC Site Procurement & Contracts Manager provides independent oversight, governance, and assurance of EPC contractor procurement, subcontracting, and contract administration activities at site level. The role ensures full compliance with ADNOC procurement policies, contract terms, project controls, HSSE, and schedule requirements while protecting ADNOC’s commercial interests.

Responsibilities:

Procurement Oversight & Governance (PMC Role)


Review and monitor EPC contractor procurement plans, strategies, and schedules for compliance with ADNOC requirements.


Verify that EPC procurement activities align with approved project execution plans and milestones.


Review and endorse EPC RFQs, bid evaluation reports (technical & commercial), and recommendations for award prior to ADNOC approval.


Ensure use of ADNOC-approved vendors and compliance with vendor prequalification requirements.


Monitor long-lead and critical material procurement and highlight risks to schedule.


Review expediting plans and supplier performance reports.


Contracts & Subcontracts Oversight


Provide governance and oversight of EPC subcontracting and purchasing activities at site.


Review subcontract agreements, purchase orders, and amendments for compliance with main contract terms.


Monitor subcontractor performance, claims, variations, and disputes.


  • Review and recommend approval of variations, extensions of time (EOT), and commercial claims submitted by EPC contractors.
  • Support dispute avoidance and resolution in coordination with ADNOC and PMC commercial teams.
  • Monitor EPC procurement and subcontract costs against approved budgets and control estimates.
  • Review payment applications, milestone achievements, and supporting documentation.
  • Support forecasting, cash flow reviews, and cost reporting from a PMC oversight perspective.
  • Identify commercial risks, trends, and opportunities and report to ADNOC.
  • Ensure EPC compliance with ADNOC contracting, procurement, ethics, and governance standards.
  • Support ADNOC audits, compliance checks, and assurance reviews.
  • Ensure ICV (In-Country Value), local content, sustainability, and HSSE requirements are properly addressed in procurement activities.
  • Verify adherence to Delegation of Authority (DOA) and approval matrices.
  • Act as PMC focal point for site procurement and contracts matters with ADNOC, EPC contractors, vendors, and subcontractors.
  • Participate in site and project commercial meetings.
  • Provide regular procurement and contracts status reports, dashboards, and risk registers to ADNOC.
  • Escalate procurement or contractual issues impacting cost, schedule, or quality.

Qualifications:

Education


  • Bachelor’s degree in Engineering, Quantity Surveying, Law, Business Administration, or Supply Chain Management.
  • Professional certification such as MRICS, CIPS, PMP, or equivalent preferred.

Experience


  • 15+ years experience in procurement and contracts within Oil & Gas / Energy projects.
  • Minimum 5 - 7 years in a PMC / Owner’s Engineer role.
  • Strong experience on ADNOC projects (Onshore or Offshore).
  • Demonstrated experience overseeing EPC contractor procurement and subcontracting activities.

Skills & Competencies


  • In-depth knowledge of ADNOC procurement and contracting procedures.
  • Strong understanding of EPC and FIDIC-based contracts.
  • Excellent commercial, analytical, and negotiation skills.
  • Ability to challenge EPC contractor positions while maintaining professional relationships.
  • Strong reporting, documentation, and presentation skills.
  • Experience with SAP, Oracle, or similar project control systems.
