General Objective
The active contribution to empowering the department to raise the level of efficiency and effectiveness of procurement and contracting operations for all purchases needed by the department and to follow up on their provision in accordance with contractual obligations, ensuring compliance with all regulations and policies adopted at the level of the department and the government, and working on reviewing and evaluating the procurement and contracts operations and analyzing supplier performance continuously and contributing to raising, and presenting proposals aimed at developing work procedures, to empower the organizational units in the department to implement their strategic objectives in line with the strategic directions adopted at the level of the department and the Government of Dubai.
Main Tasks and Responsibilities:
·Contributing to the preparation of strategic and operational objectives and work plans for all operations related to procurement and contracts and working on implementing them according to the specified timelines and according to the targeted performance levels.
·Proposing and developing policies and procedures for procurement and contracts according to the department's directions and ensuring their compliance with the regulations adopted at the level of the Government of Dubai.
·Planning and monitoring the budget for procurement and contracts and reviewing it with the head of the department and coordinating with the approved procurement committee in the department continuously to ensure that the approved allocations are not exceeded.
·Following up on receiving and implementing incoming procurement requests to the department and ensuring the completion of their documents and entering their data into the governmental resource planning system.
·Analyzing and following up on requests for price offers, reviewing them, and recommending their submission to the procurement committee to select the most suitable according to the procurement policy adopted by the department.
·Following up and organizing contracting operations and preparing draft agreements and contracts related to the department's purchases and awarding them from public and limited tenders and other procurement methods in coordination with the relevant parties.
·Following up and issuing purchase orders (LPO) for the suppliers who have been selected and following them up according to the powers and the policy adopted in the department.
·Reviewing and studying the items supplied to the department in terms of quality, prices, and delivery terms in coordination with the relevant parties.
·Reviewing and analyzing periodic reports related to procurement requests and following up on their provision and preparing analytical studies of the financial situation of the approved projects for comparison between the financial allocations and the offers submitted by suppliers.
·Ensuring the updating and management of the register of suppliers and contractors and reviewing their performance and the analyses related to their evaluation and their dealings with the department continuously according to the adopted standards and working on developing good relationships with suppliers to ensure the availability of resources according to the required specifications.
·Following up on the results of the risk management indicators related to procurement and contracts and proposing mechanisms to address them and mitigate their impact and taking the necessary preventive measures in coordination with various relevant parties in the department.
·Dealing with inquiries and complaints related to procurement and contracting operations and documenting them continuously and analyzing them and presenting proposals to deal with them and limit them as much as possible according to best practices.
·Preparing periodic reports on the performance of procurement and contracting operations and ensuring the provision, preservation, updating, and documentation of all documents, records, and data related to the scope of procurement and contracts on the approved systems in the department and verifying their accuracy for extracting data and analyzing them as needed.
·Continuous follow-up and keeping abreast of developments in the field of work related to procurement and contracts, and presenting proposals to develop work procedures.
Performing any other tasks or duties related to the nature of work as assigned.
Qualifications and Years of Experience:
A-Basic:
-Bachelor's degree at a minimum / Business Administration / Public Administration / Human Resources and any related disciplines.
- (9) years of experience for bachelor’s degree holders or equivalent / (6) years for master’s degree holders.
